NSF Overseas Travel Grants
The requests for NSF support for overseas travel to attend scientific meetings/conferences/ workshops/ short term training programmes/discussions on joint research programmes are considered on the basis of three geographical regions. (i.e. SAARC, Asia- Pacific and Africa-America-Europe regions). Only resident Sri Lankan scientists are eligible to apply. Every application requires a strong recommendation from the Head of the Institute and should be linked to an on-going R&D activity.
The applications are categorized into three major groups (A, B & C) according to the age/ qualifications as follows. (also see Clause 3.1.3)

Capacity Building
  1. Applications from Group A only will be considered for such activities as training programmes, study visits, discussions for joint research, technology transfer, and participation in regional or international exhibitions under this category. The activity must have a direct bearing on the on- going research or development activity of the applicant.
  2. For travel in SAARC region, full support for a maximum period of one month or airfare only for a period up to a maximum of 3 months will be considered, provided the local expenses are met by the organizers.
  3. For travel in other regions, airfare only will be considered for a period up to a maximum of 3 months, provided the local expenses are met by the organizers.
  4. These applications will be considered on their own merits. However, the Board reserves the right to make any deviations under special circumstances.
  5. Travel for the purposes of a regular postgraduate study programme will not be supported under this scheme.
Applications for International Travel Grants

Conditions for submission of applications

  1. Applicants should be registered with the NSF STMIS database.
  2. Applications for support will normally be considered only from scientists and technologists from public sector organizations engaged in scientific research or technological development. Applications from similar private sector and non-governmental organizations may be considered for partial support only in exceptional circumstances.
  3. Full support will be considered for applicants who will be presenting work carried out by a NSF grant and who have submitted a manuscript to the NSF journal, and whenever applicable irrespective of the age and the region under consideration
  4. ravel funds will generally be provided for only one applicant from one institution for a given event.
Application Procedure
  1. The application forms for overseas travel grants can be obtained from the NSF by sending a self- addressed and stamped envelop or "DOWNLOAD AS MS-WORD FILE" from here>>.
  2. The applicants for overseas travel funds are required to strictly adhere to the practice of forwarding the completed application form and all connected documents to the Director, National Science Foundation, 47/5, Maitland Place , Colombo 07 either through registered post or e-mailing to travel.grant@nsf.ac.lk . The original completed form should be with NSF at the time of award of the Travel Grant.
  3. The application with a complete set of relevant documents should be received by the NSF before the deadlines given below.

    25 th May for events in July - August
    25 th July for events in September - October
    25 th September for events in November - December
    25 th November for events in January - February
    25 th January for events in March - April
    25 th March for events in May – June

    Applicants are encouraged to apply for a Travel Grant even in the absence of a letter of acceptance. The acceptance letter issued by the organizers addressed to the applicant should be made available to the NSF at the time of award.

  1. No applications for travel grants will be entertained for reimbursements, except where the prior approval of the NSF has been granted.
  2. Full support means economy class cheapest return air ticket by most direct route, registration fee, subsistence or incidental expenses as per government regulations and visa fees.
  3. Payments are made according to Government financial regulations and relevant Public Administration Circulars.
  4. S ubsistence means allowance given to cover accommodation and meals. Only the combined rates approved by the Government P.A. Circular No. 864 in respect of different countries will be paid. These rates for some selected countries are as follows >>>>
  5. Period for subsistence payments would begin from the time of arrival at the airport of final destination and ends at the time of departure from airport indicated in the air ticket.
  6. In special circumstances when Travel Grantee is required to stay in transit at a transit airport, following rates of payment will be applied.
    6 hours – 12 hours - ½ day subsistence applicable to that country
    More than 12 hours - 1 day's subsistence applicable to that country
  7. Where the Travel Grantee is provided with accommodation and meals only by the organizers and is not given any cash allowance, he may request incidental expenses at the approved rates.

  8. For the purpose of paying above allowances, public officers are divided into two groups.
    Group I – Officers holding posts with an annual salary step of not less than Rs. 138,540/- per annum on the consolidated salary scale.
    Group II – All the other officers
  9. Scientists on their return are required to submit a detailed report on their participation within a month of his return. Grantees who fail to submit reports in time specified would be disqualified from receiving further travel grants, unless made good at the time of applying again.
  10. Scientists who received NSF travel grants will be eligible to apply again only after the lapse of a minimum of two years from the date of return from their last funded visit. This period may be reduced to one year at the instance of the Board under special circumstances
  11. The decision regarding the award will be conveyed by letter / fax / e-mail to the applicant as soon as possible.

  12. In filling the application form, all 15 questions should be answered. Failing to do so will result in the application being rejected.

  13. The decision of the NSF Board will be final.
